I am getting an error code PO447 Evap emissions system vent control circuit valve open Would this have anything to do with my vehicle not accepting fuel at the pump? And best thought on how to diagnose and repair?

Vehicle: 2003 Nissan Sentra 1.8l

Yes, this will cause the issue you are having. It's a code for the vent control valve on the canister. If it's not working properly, and is stuck closed, then the fuel vapors won't come out of the canister. So when you fill the car, there won't be a place for the vapors to go causing the fuel to come up the neck and shut the pump off. Most of the time the vent control valve is the actual problem.
