My truck idles at 1000 to 1500 what could it be code p1294

Did spark plugs ever sense it's idling high sound like a vacuum leak but not sure

This does sound like a vacuum leak. It will cause high idle, the code means the target idle speed hasn't been reached. You might be able to check for a vacuum leak by spraying some carb cleaner around the intake while the engine is running. The speed will either increase or smooth out when it's running if there is a leak. Of course, recheck all of the hoses you removed.
