2002 Toyota Rav4 with P0430 and P0420 engine codes, and check engine light is on, what is the problem?

These codes are for the bank one and bank two catalytic converters not working properly. Because it's a problem with both, I would start by checking the vehicle for a tune-up. If the fuel isn't burning completely these codes will be stored. Too much fuel and the converters won't be able to clean it up.
