P1382 Honda - bought a used one off a car that ran, why isn't mine working?

P1382 code after changing the AIC valve in my 96 Accord.  I bought a good used one and installed it, the car wouldn't start and I got that code.  I bought a used distributor off a running 94, installed it and the car wouldn't start and got the same code again.  Any ideas? P1382 Cylinder position sensor, no signal

Did you check the timing belt? No broken timing belt. Even with this code the engine should start and run and drive. In order to find the problem you need to check the basic, check the injector for injector pulse if you have no injector pulse and no ignition pulse , you have a failed ECM.
