Heater sensor code for the 02 sensor are usually degraded 02 sensor , after so many mileage and use it degrades and a replacement are usually the fix. When the 02 sensor is not working the catalytic convertor can not work properly,so you may need to do just the 02 sensor first. The second problem is the RPM idles very high, the 02 sensor in any condition will not make the RPM idle very high this is something else. Vacuum leaks can be the cause of the high RPM
