torque converter won't lock up 3-4 gear shifting problem

I have a p0753 code as well as a p1765 code when I turn the key 3 times the torque converter doesn't seem to lock up at all and in order to get into overdrive I have to let up off the throttle can any1 help me?

Vehicle: 01 cummins 5.9 24v
