How to solve code p0560 system vlotage on my car

Hello
Iam need solve to my problem.when I connect the O2 sensor the vhiacle is did and not work
On my scantool the battery voltage is 18V at idle state but when I am measure the voltage battery by a vlotemeter the voltage is 14V at idle
Note: the code p0560 voltage system is history but it doesn't remove when Iam eraseing it
