why would a b1676 code which is for a abs modulator make my ford exployer not start?

No this code is a result of your stalling out, Fod there are relay that tend to loose connection, when this even occurs and you stall out,go to the fuse relay box wiggle the relay with the key on you should be able to hear the fuel  turn on or the fuel pump turn on, if it does you have high resistance in the fuse relay box
