C1175 Ford - would this code make the car click but not start/turn over?

Question

When I put the key in the ignition, and turn the key; the engine clicks, power goes out, then the dash lights come back on as if there is a bad ground or bad electrical connection.  Would the C1175 code for this car make this kind of problem?

What this sound like is a battery problem or the battery terminal connection. and no a C1175 would not cause this condition
