When removing signal wire going to starter there is 12 volts to that wire while in the crank position, but when placed back on starter and in crank position there is no voltage showed to that wire.

In this model the most complaint is the starter start when the key is removed, This is supicous of the ignition switch, That wire runs of the Crank/ relay, this is where the voltage originates, You may have to test it from there. Start with  food know working Crank relay and the Power / trans  relay.
