Scanner will not communicate, check the fuse, your scan tool may be self powered, but the OBD II need to have power on pin 16, which is fuse protected, if you have a cigarette lighter if it does not work (or the plug to plug in cell phone power, called axuliiary port either way lets call it cigarette lighter) the fuse is open replace the fuse and get the ECM to communicate and gather code that are set, the battery in the key clean it out,
