How do I reset My 2007 Ford explorer is showing a code P1260 Vehicle Disabled Anti Theft?

It makes a click noise when you turn the key. Has brand new battery and brand new starter. I have checked all fuses and relays.

P1260 Theft detected vehicle immobilized

Per Ford code definition when dealing with P1260, if this is the only antitheft code , there is a ground issue with the PCM check the engine power and  ground connection especially for the PCM. In the engine fuse box replace the PCM power relay .
