Diagnostic scan reads 2.79 volts from sensor regardless of whether it's plugged in or not.. Is this proof of failed sensor? How can i tell if PCM is substituting this value?
Vehicle: 1997 Jeep grand Cherokee Laredo 4.0 L6

This may not be even though the reference voltage is 5 volts, The reference is also spliced into the vehicle speed sensor,

​ Here is a diagram the splice is S132

​Here the ending splice, which goes to the VSS, , disconnect the VSS and retest
