Is there a relation between system voltage high error and not reach to the maximum speed at each transmission of manual car.

since the computer check says that the only detect error is system voltage high, and the only problem i have that i can't reach to the maximum speed at each transmission since the car return to slower speed.

if yes, how i can solve this system voltage high error?
