2003 ford f150 1.75 volts at the tps plug

Hello,
I have a ford F150 6 cylinders, I have 1.75 volts at the TPS plug coming from the computer.  If I connect it to the TPS I get .0 to .01 at full open throttle position. I changed the TPS and still nothing. I get code P0122 with no light.  So if I can't get enough voltage to the TPS I figure it is not the TPS.
My expensive guess is that I need to replace the ECM, any good ideas are welcome.

P0122 Throttle position sensor circuit low input.

That is low but still the reference voltage can drop due to the EGR , and since the EGR operates at a running condition it can just set a TPS code , this reference voltage also goes to the Fuel tank pressure sensor. There been Ford model where a EVAP code would set and the owner would state  the vehicle would stumble until  they would just open the gas cap and reseal , and the drivabilty would be gone , the relation the 5 volt reference goes to the FTP . In most case a P0122 is the ECM.
