This has been going on for a while. Already replaced purge valve solenoid, and air filter. Where should I go from there?
On another note I thought it might be a electrical issue so I tested the voltage running to the purge valve solenoid and it came up with low voltage  (0.06) I also tested almost every wire the is connected to the evap system and the same thing happens. Is this normal? Do I need to have the car turned on in order for voltage to show up?
Vehicle: 2003 volkswagon jetta, 2.0

When you test for voltage the purge solenoid has to be commanded on, this is the state of no being turned on. Test the purge solenoid, you can remove it , blow through it in one direction and there should be no flow in either direction, if there is , the solenoid is non operational.
