How do I solve an OBD engine light on problem for Smog testing?

My 1998 Plymouth Grand Voyager 3.3 liter minivan had the "Service Engine Soon" light on.  The Dealer examined the van and stated the reason was that two codes caused it: P1965 from the BMC and P1698 from the TCM.  But that's all they would do since the problem is difficult to find and correct.  Is there an expert that could help?

P1698 NO CCD message from TCM

This code is usually related to a power problem where you may just happen to have a open fuse, as for P1965 this code would be invalid the code that would set is a P1695. These would be the same, what set this code is a disconnection of the TCM to a open fuse for the TCM, look into the engine fuse / relay box and inspect any open or missing fuse for the TCM
