When is the ocv engage

Question

I had a 2000 toyota corolla,engine light code is p01349.I changed the ocv because it was Frozen.But the light still come up.The plug that go's in to the ocv is showing me 2.0v when it's not plug in.I don't know if this voltage is correct.But when I plug it back in it's showing me no voltage.

The OCV goes by frequency at idle the frequency is low increase the RPM the frequency becomes greater, If you replace the OCV and you still set P1349 this is the ECM that is faulty
