I have a Toyota 2003 Camry, with a check engine light for code P0016. On the sensor I can see, the wiring is connected properly (so it is not a simple case of a disconnected sensor).

Is there a way to tell whether the problem is the sensor vs a problem with the OCV?

HI there

The most common issue is the sensor itself, I would also check for low oil, dirty or low oil can cause the code to appear. There is also a service bulletin for some models. Here is some more info on it for you.
