Yes this is correct what happens is the purge gets stuck in the open position and this is why you would also set a P0171 (lean code condition) Chevy has a TSB about this problem here a sample TSB#

The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in the PI. Condition/Concern On rare occasions, an extended crank or hard to start condition may be experienced after filling the fuel tank. A SES light with EVAP DTCs may or may not be experienced with this condition. This may be the result of an EVAP purge valve that is not fully seated in the closed position with the engine off.
