there are 3 plugs on back of instrument cluster right side plug looking at cluster about 20 pins when plugged in creates short to electronic 5 pin fuel pedal and drops voltage to pedal to about 2 volts no response at pedal idle only unplug dash cluster and returns 12 volts to pedal can rev engine  but only in park/neutral when truck is in gear truck idles only not sure where to go now any suggestions

P0221 Electronic throttle control

If you plug in the instrument panel , then you have a short in the instrument panel the 12 volts is shared not only with the pedal but the instrument panel.
