02 Safari van, cant link up to the computer unless the fuse is pulled for the instrument cluster,

Question

2002 GMC Safari, when it starts up after a few seconds all the warning lights come on and the fuel guage drops to nothing. If I pull the fuse for the instrument cluster I can link up to the computer. We changed the cluster and still no change, thinking ECM possibly??????

there might be a short in the cluster wiring before the ECM would be bad 

use a multimeter to check continuity
