P0132 99 Jeep wj - O2 sensor replaced. what causes for trouble code P0132

The O2 sensor was replaced. I still get a trouble code of P0132. What would cause the high voltage

P0132 Bank 1 Sensor 1 02 sensor shorted to voltage

Heck the connection for the 02 sensor even if you have to open the cover where its harness runs at. Look for any open in the harness or shorted wire that may have melted together
