What is causing P1566 on my 2002 Toyota Camry V6

We have taken the car to 2 dealerships, and 2 independents, because the car seems to be missing at 65 miles an hour with cruise control on. The car is in great condition, nearly excellent (my wife's car). The dealer and independents do not have a clue on how to fix the problem, just keep billing me. I need help, please. Thank-you Dale
