P0131 - so a exhaust leak before the o2 will cause low voltage ?

Ex 99 civic. Stock besides intake and unknown headers. And it has both o2 sensors

HI there,

It can cause low voltage. The O2 sensor generates voltage when the O2 modules contact the metal inside the sensor. If it's leaking, then it's losing some of the modules which will cause low voltage
