car will buck when trying to accelarate and the o2 sensor voltage drops to 0

Question

car buck (like it does when the rev limiter is active)when we try to accelerate, such as to try to pass a car) to bucks and the o2 volts drop to zerowhe it happens. i am also getting and EGR code P0403. will i problem on one set a dtc for the other.
