How test FPDM with volt ohm meter.

should the FPDM have a rotating voltage at pin 7 while the ignition is in the run position and the engine not running and fuel pump is at full pressure and not running? this terminal is the FPDM to CPM.

Vehicle: 2002 ford focus 2.0 L
