What would cause a C0242 code without a CEL.

I have a 2009 GMC Sierra 1500 SLE 4x4 5.3L VIN 3. I keep getting a code C0242 but the CEL doesn't come on. Everything works fine with no drivability issues but I periodically check for codes and this one is always there.
