I have installed new plugs and have no evidence of an intake leak, where do I go next.

what type of fuel are you using? using low octane fuel will also cause this issue.

fill up 91 octane from Shell and use a good fuel system cleaner like BG 44k or 3m.

I would also do an intake flush.
