1998 W Malfunction light does not come on po411

Smog check people said that the check light does not come on when first started. they said the bulb has to be replaced which means the dash has to come out to change the bulb. Anyone ever hear of such a thing?

This is tru what, when you go in for a smog check they have to perform the function check, if the CK ENG LT does not come on , this becomes a function failure ,even if you pass the emission part of the test you fail the function test,The dash does not have to come out just the instrument panel to access the buld and replace.
