Can vaccum be the cause of any transmission issues/ slipping in low gears? (automatic transmission)

Question

1998 Toyota Tacoma offroad model v6. engine runs well, driver says it is sluggish and requires excess fuel to accelerate from slow or dead stop., diagnostic light shows a code, p0446 defined as evp control system vent control circuit fault. according to autozone.
to specify my question, I need to know if the transmission can be affected by the vaccum system, if it is perhaps used to assist shifting. Also, there is a black box located drvr side rear of engine compartment that is obviously related to the vacuum system and is slightly showing wear, such as an attempted jb weld to the bracket, if this box/object should be sealed, please advise. The Tacoma transmission is electronically controlledand it is a hydraulic control system , There is no vacuum to the transmission at all.The black box are vacuum control for the engine emission controls,
