Is it possible for the heat sensor to be unable to heat up to the required 1200F in this weather? Or could it be that the cold damaged the heater circuit?

Vehicle: 2002 Toyota Rav4 L4

Unfortunately I haven't had that problem before, but cold weather could cause poor connection at the sensor. I suggest start by checking the sensor connector. Make sure the sensors are clean and dry. If the problem persist you may have to replace the sensor.
