P0135 Honda - Is there a fuse that can be checked on the heater circuit

Question

1997 Accord 2.2L EX 5-speed. I had code P0135 after I replaced the O2 sensor before the cat. I made sure the connection was good and the plugs were clean. I have no voltage on the yellow/black wire on the engine side of the plug. Read somewhere there might be a fuse that is blown and that's why I'm not getting voltage to the heating element. Where is this fuse located if it exists?
