Filling fuel, fuels backs up. Vent closed?

he Kia sorento is equipt with a fuel tank air filter, overtime when this filter accumulate dirts it plugs which causes the airflow restriction that causes difficult refueling. This fuel filter needs to be replaced every 30,000 miles.
