P0141 ISUZU - and p0128 codes

Question

I have both of these codes for an Isuzu rodeo with only 70k miles. I looked at the detailed decription for both of these codes and was wondering if 1 problem could give both codes and where to start troubleshooting at. I am an electronic technichian so I am familar with this type of troubleshooting and using a voltmeter just need some help getting started on an automobile, any advice would help tremendously.
