How to fix or diagonis P 1679 (RSCD Signal Circuit Malfunction) in HONDA civic hybrid (model year 2003)

Question

P 1679 (RSCD Signal Circuit Malfunction).

I have the engine code P1679 come ON and OFF (or time to time). I cleared this code, It dont come for few days and again come ON. Can any one the reader help me ?. I did notice one of the fans does not work ALL the time. It does work after a little push.
