P0661 HONDA - 2003 CRV

Got a code of P0661 on my HOnda CRV 197,000 miles. My mechanic said it was a bad sensor, changed it and charged me 470.00. Now the code keeps coming back on even with the new sensor. Mechanic now said it is a flap and it will cost me another 450 dollars. How can the sensor have been bad when the new one keeps coming up with the same code?
