P0401 Exhaust Gas Recirculation Flow Insufficient Detected

I have a 1998 Cadilac Eldorda 32 valve northstar and have replaced the EGR Valve and still get the code any suggestions. Also cleanded ports under it.

Hi there

This could be the result of a faulty egr temp sensor or a problem with the ecm not turning on the egr as well.
