will pending codes affect vehicle inspection (emmissions)

04 durango had codes 0440 0441. mechanic checked lines and emmissions pump and traced the problem to the computer-  he says codes are pending.  Can the computer be reflashed?  Local dodge dealer says no.  also will pending codes fail the car at inspection?

as long as the engine light is not on, a pending code will pass smog if everything else is good.
