Sorry it is p0014. Should I have voltage on wire going to valve with car running.

Yes, with the engine running you should have voltage at the Camshaft Position Actuator Exhaust Solenoid Valve. With the engine OFF or the Ignition ON you should not have any voltage.

There is an old factory service bulletin for this code on the '14 Regal. The factory recommends removing and cleaning the screen of the Camshaft Position Actuator Exhaust Solenoid Valve.
