Disarming anti-theft on a 2005 Dodge Stratus 2.4L

just changed pcm and the anti-theft light stays on and the car turns over but doesn't crank

You have to reprogram the PCM to properly communicate with the Sentry Key Theft Deterrent System (SKIM). Unfortunately, as far as I know, only the dealer can reprogram the PCM.
