I just got a code p1166 can this keep your car from starting

I put a code reader to my Honda 1999 4 cylinder and the code p1166 came out will just keep my car from starting

The code is for the Air/Fuel Mixture Sensor (aka Oxygen Sensor), but it's very unlikely that the Air/Fuel Mixture Sensor will cause a no start or hard to start problem.
