what would make it rev up and down on its own

when throttle control sensor it runs like it should. When sitting idle it revs its self up and down

The codes point to an issue with the throttle position sensor, but you may also have a vacuum leak or bad mass air flow sensor causing this. Check it for vacuum leaks. You may also need to do a relearn on the throttle body.
