I have a 2007 impala. I can turn ignition to on position, but if the check engine light doesn't appear it will not roll over. It will just click like battery is dead/low voltage. Change ignition switch cause of code and still doing same thing. Battery is less than a year old. Also no taillights. All other lights work just not tail lights. I have changed bulbs, fuses, and the light/dimmer/hood release switch also. Please help. It has the 3.5 v6 in it 150,000 miles.

Poor connection on the power side, that the only cause for this condition , You have a fuse /relay box in the engine compartment. there is a battery lead going into there, if that connection is not properly secured, you can expect the CK ENG LT. to sometimes appear and sometimes not, When you turn the key the starter relay would activate, But the starter demands at least 200 amps to turn the car over.  You have a loose connection whether it is at the battery
