My 2002 f150 has been hard to start after stopping for a short period like say going into a grocery store and back out ever since I had the fuel tank replaced a year ago.Recently code p1450 came up .would this be the cause of my hard to start problem all this time ?

This code is for the EVAP system where the fuel tank pressure sensor detected excessive amount of vacuum in the fuel tank. This is usually caused by the purge valve being slightly stuck open, you can detect with a scan tool if the fuel trim is high, this does not have to set a lean code condition. It can also be set by a faulty fuel tank pressure sensor, In either of the case it does not cause a hard to start situation. Ford has a loud fuel pump, when you cycle the key just getting ready to start the vehicle you can hear the humming noise of the fuel pump. That kinda of a good indication that the fuel pump is turning on.
