The P1703 code is for a low circuit on the throttle position sensor. Most of the time the sensor is the cause of the issue. Occasionally you will also have a wiring issue cause the problem.

The P0441 code is not related to this and is an evap emissions code. This code means there is an incorrect purge flow. Most of the time on these the issue is the purge control solenoid, especially if you have any problems starting it after putting gas in the tank.
