16730 camshaft position sensor (G163), implausible signal, what does it mean?

Question

rebuilt engine disconnected battery trying to get it running and this is what I keep getting. it will start for about 30 seconds if that. runs rough and doesn't get passed it and dies. I have adjusted the throttle position sensor. I also get this code
16496 intake air temp. sensor (G42), signal too low.
I am stumped. I have gone back through so many times. made sure everything is perfect. even went back into heads to make sure cams are right on timing chain, 16 1/2 rollers between gear marks. used timing belt cam position bar. aaggggh please help.

16496 IAT signal to small, 16730 camshaft signal implausible,  check the catalytic convertor for damage, These code does not mean there is a fault with the camshaft being out of timing, 16730 the catalytic convertor damage, Both code determine that
