It should be getting 1-4 volts. I have checked crank and cam sensor's. I don't know what to try next

The voltage should no more than 5 volts any thing greater is a P1351.two areas that set this code. the ICM (ignition control module) which is rarely the cause. This vehicle has a VCM not a ECM or PCM big difference, its usually the VCM, hopefully it is the ICM. if you do the VCM the PROM has to be removed and installed in the replacement.
