2000 lumina is haveing trouble starting and stalls out if rpms are to low getting this code p1133, if i replace this o2 sensor will it fix the stalling & or start-up problem????

This is the result of the engine condition because of the low RPM.Replacing the 02 will not resolve the stalling and the hard to start situation, Its possible you may have a open fuse that would set this code in the engine fuse  box check fuse listed as PCM IGN fuse replace if open, You also have a MAF air duct tune that goes from the airfilter box where the MAF sensor is at, and there is a air duct from the MAF to the throttle body see if that are has any large rips or large tear that would cause  false air in, that would cause a hard to start and a P1133 code. Also there is a fuel pressure regulator if that during a idle condition seep fuel into its vacuum hose connection you would have a hard to start and a stalling condition as well as a engine fire so these area rule these out. The last more suspectable is the IAC (idle air control motor)
