Bmw temp sensor issue code p0117

2003 745i temp sensor connector for thermostat is reading only 3 volts. It should read 5 volts I know. I'm getting no circulation past my thermostat .I just wanna ask if the sensor would cause my thermostat not to open before I tear it apart and get a knew one. Thanks. And is it super important to use exact type of coolant for this car waterpump gets hot fast could be issue for code?
